Welcome to the Budget Development, Planning and Administration's Web Site. Through this website, you will be able to learn about the various functions of the division, including budget development, strategic planning, financial management, the Delaware State Clearinghouse, and the Office of State Planning Coordination. In addition, you will also be able to access information through various publications, including the state budget, the budget process, land use applications and procedures, and the state budget and accounting manual.

Budget Development, Planning and Administration is a division within the Office of Management and Budget. The roles and responsibilities of the division are to:

• Oversee the preparation, presentation, and implementation of the state's operating and capital budgets;
• Direct the adaptation and implementation of effective fiscal and management policies and procedures;
• Manage the analysis of federal budgetary and financial issues including the administrative functions of the Delaware State Clearinghouse Committee; and
• Provide management direction to the Office of State Planning Coordination on planning policy direction and the analysis of potential impacts.

Throughout the course of implementing these responsibilities, the division focuses on the integration of objective fiscal and policy analysis, program evaluation, financial management, coordination of grants review and statewide land use planning.
